UK-Ukraine political, free trade and strategic partnership agreement

The UK-Ukraine Political, Free Trade and Strategic Partnership Agreement provides preferential treatment for goods and services traded between the UK and Ukraine.

Following an agreement between the UK and Ukraine to liberalise all remaining tariffs, as a UK business, you can benefit from tariff free trade on all goods until 31 March 2029, with the exception of eggs and poultry, on which tariffs have been removed until 31 March 2026.

You can also take advantage of the commitments on Rules of Origin, Customs and Trade Facilitation and Public Procurement.

The UK-Ukraine Digital Trade Agreement entered into force on 1 September 2024, updating our trading arrangements for the modern age.

This means that UK businesses will benefit from guaranteed tariff free flow of digital content, a guaranteed flow of trusted data, digital and paperless trading, and cybersecurity cooperation.

Tax

UK businesses trading in Ukraine face a tax landscape influenced by their business form, income type, and the UK-Ukraine double taxation agreement (DTA). Key tax considerations for businesses are corporate tax, VAT, customs, and excise taxes.

Branches set up in Ukraine are liable to pay Ukrainian corporate income tax (18%), however UK head office establishments may also still owe tax on remitted profits under the remittance basis.

Value Added Tax (VAT) must also be considered by businesses operating in Ukraine. VAT is imposed on the supply of goods and services and on the import/export of goods and auxiliary services.
